i have some info about the german students about the fee. i am in a Master program (taught in english). The three german students in our class should pay the tuition fee. but the institute told them if they found a Fachschaft (students council), they can pass this 500 euro fee. then my german classmates just found this council by themselves in order not to pay this fee.

the final council consists of one speaker, one deputy, one for finances, two finances controllers and one ombudperson for women.

我还真不知道还有哪个系没有Fachschaft,有机会可以成为创建人.
不过有兴趣的同学倒是可以竞选Fachschaft.
