  g8 h. Y5 a$ P2 u- ]( qTobias Heinemann, 36, who in May became the youngest managing director of Berlin's light rail system, said in an interview with Bild newspaper published on Monday he had been a "Schwarzfahrer" (fare dodger) years ago.

Berlin, like most German cities, uses an honour-based system where undercover controllers only occasionally check whether passengers have valid tickets. Berlin estimates it lost a record five million euros (3.4 million pounds) last year to fare dodgers.
