具体是去
Bürgerbüro（领税卡的地方）要求开具Führungszeugnis, 需要护照和13 欧元。
两三天后会由波恩寄给你。

Go to Stadt Verwaltung (maybe this name but the place is right) hehind the church with your passport. You will be asked to give 13Euro and your address. After about 1 week you will recieve it by mail.
