Super Typhoon Hagupit, shaping up to be one of the most powerful storms of 2014, appears to be on a collision course with the Philippines.The storm was e jordan stimated by the Joint Typhoon Warning Center Thursday afternoon to have maximum sustained one-minute wind speeds of near 170 mph, with gusts of more than 200 mph  putting Hagupit at the level of a Category 5 hurricane.  Projections by the JTWC place the super typ airmax hoon on a west hoka ward path straight through the Philippines. Traveling at a current speed of around 12 mph, Hagupit is expected to hit the islands on Saturday local time  Friday EST. MADISON, Wis.  AP  -- Two Republican lawmakers have reintroduced three bills in the Wisconsin Legislature that would impose stiffer penalties and ignition interlock requirements for drunken drivers.Rep. Jim Ott of Mequon and Sen. Alberta Darling of River Hills introduced the bills Thursday. One would create a five-year minimum prison sentence for homicide by intoxicated use of a vehicle. There is currently no minimum sentence for the crime. The second would raise the minimum incarceration period for fifth and sixth offenses from six months to 18 months.
