Despite raising its rates some 36 percent, Chattanooga-based BlueCross BlueShield signed up 16 percent more Tennesseans on the health care exchange for 2016 than for the previous year. I think we did well, said Kelly Paulk, vice president of product strategy and individual markets for BlueCross. We are pleased with the outcome. BlueCross reported signing up 166,425 Tennesseans this year versus 143,000 last year. The number of Tennesseans who signed up for the state s health insurance exchange soared to 268,867.If last year is a guide, that number will decline throughout the year, Paulk predicted.
